The construction worker is a character from the Thunderbirds episode Atlantic Inferno.
While visiting Australia, Lady Penelope is invited by Sir Harry to pull the lever that detonates the charges, at the start of the construction of a new mountain pass. This is one of the construction workers in the detonator hut.
He is a silent character, meaning he had no spoken lines.
