The foreign agent was responsible for destroying the British desalination plants, during the events of The Secret Service episode A Question Of Miracles.
His method was to arrive at the plant by submarine and then plant a bomb with the aid of another frogman.
He was voiced by Jeremy Wilkin.

- The same puppet was used in the series Captain Scarlet and the Mysterons as Spectrum officer Captain Brown. It was also used in the television series as Major Reeves, a barman, Charlie Hansen, Doctor Ernst Conrad, Neilson and Professor Gabriel A. Carney.
