A normal, adventure-loving schoolboy, Joe was the adopted son of brilliant electronics engineer, Professor Ian 'Mac' McClaine, creator of BIG RAT (Brain Impulse Galavanoscope Record and Transfer), a sophisticated device which recorded the brain patterns of one person and transferred them to another.
When the World Intelligence Network (W.I.N.) found out about the BIG RAT, they bought it and made Joe their most special agent giving him the code name of Joe 90.
During his missions, Joe would sit in the RAT trap and gain the brain pattern of a certain individual to give him the skills he needed to complete them.
He was also given a special pair of glasses with hidden built in electrodes to store the selected brain impulses as well as a special brief case disguised as an ordinary school case, but had hidden compartments where he stored his glasses, badge, ID, handgun with silencer and clips, transmitter and selected reports.

Trivia[]
In the first episode, Mac expresses great reluctance and fury at the suggestion of Joe being used as a 'Most Special Agent'. During his outburst he expresses how Joe, despite not being his real son, has come to mean more to him than anything else. This reveals that he is an orphan.
The puppet for Joe McClaine was created especially for Joe 90 and did not go on to make any appearances in The Secret Service.
The puppet was also used for Prince Kahib in the episode King For A Day, but it was given darker hair and skin.
