The Lunar Controller is a character from the Captain Scarlet and the Mysterons episode Lunarville 7.
He was voiced by David Healy.
The Lunar Controller was the main operative of Lunarville 7, one of the large colonies on the Moon, in which he took great pride, especially the colony's controlled computer S.I.D. (Speech Intelligence Decoder). At some point, he and his personal aide Orson were taken over by the Mysterons, who used them to help create a new complex on the Moon's surface in Crater 101 near the Humboldt Sea, and confuse the people of Earth.
One day he made a transmission to the world, saying that he has been able to communicate with the Mysterons and make peace with them. He concluded that the Moon was independent and would not support the Earth in the War of Nerves with the Mysterons.
His transmission interested the world security organization of Spectrum, who wanted to know if the Lunar Controller was telling the truth and requested a visit. The Lunar Controller agreed but banned personal radios and other advanced equipment. Spectrum sent three of their officers Captain Scarlet, Captain Blue and Lieutenant Green to investigate, as well as having secret orders to find the complex being built.
As the rocket carrying the three men was arriving the Lunar Controller and Orson plotted to get rid of them.
Captain Scarlet however, noticed by the way the Lunar Controller and Orson were behaving that something suspicious was going on. This was shown many times with the Lunar Controller snapping at Green for mentioning Earth's involvement in creating S.I.D., Orson panicking and refusing to take them to the Humboldt sea, the officers' sleeping quarters being bugged, and finally the Lunar Controller evacuating and closing down the colony in the state of an emergency, and programming S.I.D. to except only his authorization, leaving them trapped.
Unfortunately Scarlet and the others were determined to find out what was going on. Scarlet went to the Lunar Controller's sleeping quarters and switched his recognition disc (S.I.D.'s only way of identifying authorized personnel) with his own and the three men found the complex.
The Lunar Controller was furious and ordered to Orson that they must be brought to him at once as what the three Spectrum officers had seen must never get back to Earth. Scarlet and the others suddenly appeared and place the Lunar Controller under close arrest and escort him back to Earth. The Lunar Controller scoffed and said soon the Mysterons would take over the Moon and then the Earth. Scarlet tells him that they have already seen the complex and it will be destroyed. The Lunar Controller then swears that none of them will leave the Moon alive.
Ignoring the threat, Scarlet asked S.I.D. to provide a Lunar Rocket to take him and his colleagues back to Earth. When S.I.D. complied with this order, the Lunar Controller got the shock of his life, ordering the computer to seal all the exits for which S.I.D. could not, because of his lack of authorization. He then ordered Orson to seize them, but Blue knocked Orson to the ground unconscious and the three of them continued to the bay where the rocket was ready for launch. Before leaving, Scarlet revealed the switching of the discs to the Lunar Controller, but he continued shouting out of desperation and frustration to get S.I.D. to follow his orders. Finally, fuming with anger, he picked up a gun and began shooting at S.I.D. still yelling out his orders of obedience. Eventually the destruction of S.I.D. destroyed the whole colony, killing the Lunar Controller and Orson in the holocaust whilst the three Spectrum officers returned to Earth safely.

- The puppet for the Lunar Controller was previously used for the Doctor in Operation Time and Supreme Commander of Earth Forces in Point 783. It then went on as Doctor Denton in Place of Angels, Rhodes in Noose of Ice and President Roberts in The Launching and Colgan in The Inquisition.
- The puppet was later revamped for Joe 90, where it portrayed regular character Sam Loover.
